Am I due back pay for a missed step increase?

If an agency fails to issue a step increase when due, can they be forced to provide back pay?

I worked for SSA from 2-77 to 12-79; started working for USPS on 6/20/87. I received my leave status from 4hrs to 6hrs but not my step increase. My retirement computation date is 10-84 and I’m wondering if I might be able to lay claim to back pay.

An agency can set the pay in the job offer so if you were offered a position, say at a step 1 and accepted, you cannot expect to receive back pay at this time. The reason you received credit for annual leave at the higher hours is that it is cumulative with your service time so those two items are not related.

But they gave it to me back then and bevause I didnot know what it was and no one could explain, I asked it be remove

I apologize but I am confused with your follow-up comment. Are you saying they had you in a higher step and you asked them to take you back? I have not heard of that every happening.

Yes they gave me an increase at the same time I got my 6hrs of leave. It said step increase and no one could tell me why. I told them to take it off because I didn’t want to be charge for something that no one could explain to me. That was in October of 1987. I found out later that it was because of my previous service which gave me three years of service

Since this all happened in 1987, I have no idea how your agency would handle this. You will need to contact HR and bring this up and ask if this is an action they would take and why didn’t they just leave it in place and explain to you what it meant.
