Annual leave carryover limits

Took 3 continuos months of sick leave during 2019 (June – August) and two days a week for the remainder of the the calendar year. I still have 160 hours of use or lose (as of this date). Is it reasonable for my agency to allow me to carry over more than 240 hours due to exigenct circumstances? Can my agency require me to use annual leave sick leave for medical care?

If I understand your question correctly, you took sick leave June/August and additional sick leave 2 days per week for the remainder of the calendar year. Your question however, is with respect to annual leave. In order to be eligible to have annual leave restored, one must have scheduled annual leave by a certain date (usually by early/mid November) and was unable to use that annual leave due to one of many reasons and thus it was forfeited. The employee can request this annual leave to be restored. Regarding your question “can my agency require me to use annual leave sick leave for medical care?” the simple answer is no. However, you may request annual leave in lieu of sick leave. Per OPM Factsheet on Annual Leave, https://www.opm.gov/policy-data-oversight/pay-leave/leave-administration/fact-sheets/annual-leave/, it states:
Annual Leave for Sick Leave Purposes
Employees may request annual leave instead of using sick leave (see Sick Leave (General Information) fact sheet). Although an employee may request annual leave for sick leave purposes, annual leave is subject to supervisory approval and may be denied. If an employee chooses to use annual leave for sick leave purposes, he or she may want to share the reason for the request with the supervisor so that the request receives proper consideration.
