Can an AGR (Title 32) that has USERRA restoration rights use that time towards vesting into FERS?

I was hired as Air Technician 18 JUL 2010, converted to AGR 24 FEB 2014. My USERRA restoration time ends 23 FEB 2019. Does time from 24 FEB 2014 to 23 FEB 2019 count towards vesting into FERS? Do I have to buy time back for it to count? I have 10Y 8M active duty time that I have not bought back yet, I do have dollar amount(s) in block 20 of my civilian LES. Is there minimum $ for block 19 on LES?

Active duty military service can counts towards retirement eligibility and computation as long as a deposit is satisfied. This time cannot count towards vesting in FERS. Active military service that interrupts civilian service will not count as civilian unless the deposit is satisfied. I do not know what blocks 19 and 20 on your LES statement indicate as leave statements vary from agency to agency.

There is no way to get vested into FERS if I do not return to my civilian position once my USSERA ends?

Would the active military service that interrupts civilian service count towards vesting if a deposit is satisfied?

Block 19 Cumulative Retirement = FERS: $1,880.21
Block 20 Military Deposit = PAID: $0.00 OWED: $5,506.52 (for active duty time 10Y 8M)

Thanks for the clarification. Correct, no way to be vested if you don’t return because you had less than five year FERS civilian service before you were deployed. If you come back and do not make that deposit, it does not count for anything besides your retired military service and Social Security. The $5,500 is the amount owed for your prior military service. And the $1800 is your FERS contributions for your civilian service.
