Can I be forced to use comp time before leave time?

I work for DoD and travel frequently and work most weekends while traveling. I earn a lot of Travel Comp time, and comp time, in additional to my annual leave. For 2018 I earned 254 hrs of travel comp time (for time on planes). I also earned 124 hrs of comp time for weekends worked. I am being told that I must use the comp time first (since it has cash value). Am I legally required to use the comp time first?

Your agency might have a policy where you must use Compensatory Time instead of other leave. However, CT is only good for 26 pay periods, meaning if you are an exempt employee, if not used during that timeframe, it is lost. If you are non-exempt, you are paid out after 26 pay periods. For travel time, if not used, it is lost after 26 pay periods. Here are two links for both regular and travel CT.
