Can my non-Federal annuitant spouse continue to receive FEHB benefits after my death?

Upon retirement, my spouse (who is not a Federal employee/annuitant) elected that he will receive no survive benefits when I die? Can he continue coverage under my FEHB plan after I die?

No. In order for a non-federal spouse to be eligible to continue FEHB upon the death of the federal retiree a) a survivor benefit must be elected and b) the federal retiree had family or self+one coverage on the date of death. Since your spouse signed off on the survivor benefit, he can only remain on your FEHB as long as you are living.
