Can one Federal agency compel an employee to work for another?

Department of Veteran’s Affairs is attempting to coerce employees to work for a DOD hospital. In this scenario many elements of the VA work agreement (job description) would be significantly different.

without knowing all of the facts, this is hard to answer, in my view. Are there other employees at the DoD hospital? is it a job hospital (DoD and VA)? it is a legitimate duty station? a reassignment? Depending on the circumstances, I would suggest this is a yes…or at least a maybe. more info needed.
