Does time prior to a voluntary downgrade count?

I was a GS13 step 4 for 1 year when I accepted a voluntary down grade to a GS12 step 10 in order transfer to a different agency. I am now being upgraded to a GS13, my question is; will the 1 year I had as a GS13 step 4 count when I am upgraded to a GS13?

If the GS-13 position you left and the GS-13 position you are being upgraded to are the same occupational series, then yes, it should be included as time in grade for your next within-grade-increase (WGI).

Thanks for this answer, Elaine, but what if the series is different? I had 5 months as a GS-0301-12 step 7, then a break in service of a few months, then a GS-7 position with a different agency several grades lower (voluntary because I wanted to move across country), then a return to my GS-12 at a 3rd agency, but as a 401. I recently found that they restarted the clock for my GS-12 step 8 increase when I started at my new job. Can they do that? Thanks for the help!

Yes, agencies have internal policies regarding how to set pay when an individual has different grades and series. You will need to consult with your agency HRO about the policy they use in a situation such as yours.
