My FERS special supplement stopped due to me making over the limit in 2018. It stopped in July 2019.
How does it work for me to get it back. How long does it take, if in 2020 I do not make over the limit?

To apply for reinstatement of your FERS Retiree Annuity Supplement, you should send copies of your most receive tax returns and all related W2s and/or 1099s to Office of Personnel Management, Retired Surveys and Students Branch, 1900 E Street, NW, Washington, DC 20415-3562. Just like OPM lags in reducing or phasing out your supplement, it lags in reinstating it. Be persistent and follow-up by calling OPM.

So, the soonest one can apply for reinstatement of the FERS Supplement is after one has filed a tax return that reflects earnings under the threshold limit?
Let's say I received the supplement for one year (August, 2018 to July, 2019) immediately following my July, 2018 retirement. I exceeded the earnings threshold on my 2018 and 2019 tax returns, but earned less than the threshold amount on my 2020 tax return.
To what dates should the supplement be retroactively reinstated, and continued, considering that I don't reach age 62 until November of 2021, and assuming I remain under the earnings threshold in 2021 as well?
And who, specifically, at OPM should one be persistent in calling? Can you provide a name and number?

In your example, the supplement should have ended in July 2019 as long as you were your MRA or older. In March 2021 you will receive a notice and would then be eligible for reinstatement until you reach he 62. There is no one person, just their toll free number.
