From Fedweek page titled FERS Retiree Annuity Supplement please explain the following.

“Divide the Social Security benefit estimate by 40 and multiply the result by the number of years you’ve been employed under FERS, rounded to the nearest full year.”
Upon retirement, I will have 33 years, 11 months of service. In calculating the FERS supplement, does the above statement mean that the 11 months will be rounded up to 34 years? Can unused sick leave be applied here?

Correct it will be rounded to 34 and no, sick leave is not used just creditable FERS civilian service.
