How does break in service affect FERS

Does a break in service, followed by additional service affect the calculation of the FERS annuity?
Example: (numbers simplified) I worked 15 years at $50k each year, then left with deferred pension. 10 years later return, and work another 5 years at $100k per year.
Would the high 3 be $100k with 20 years of service? Or does the lower pay prior to break affect that?

“The “high-3 average pay” is the largest annual rate resulting from averaging an employee’s rates of basic pay in effect over any period of 3 consecutive years of creditable civilian service, with each rate weighted by the length of time it was in effect.” This means, in your example, the high-3 would be based on $100,000 and 25 years of service.
