Military Credit for FERS vs FERS-FRAE?

I was a DoD civilian employee from 6/11-7/12 and I separated due to active duty orders which ran through 1/15. I then was hired into a position at Commerce in 1/15 and was recalled to active duty again in 4/15, until 10/20. I was on the books at Commerce through 10/16.
As I was covered under and made contributions under FERS prior to 12/31/12, can I make that case to be under FERS (not FRAE) now?

According to the regulations on FERS, FERS RAE or FERS FRAE, the magic date is what coverage did you have on 12/31/2012. Did you have FERS coverage on that date.
