MRA +10 Postponed Retirement, Separation and FEHB

Retiring under MRA +10 at the age of 58 with 27.5 years of service under FERS. I will postpone my annuity until age 60. How do I separate? Do I simply resign or do I submit a retirement application giving the postponed date for annuity? Since this would be 18 months early, can I continue my FEHB under continuity of coverage then convert to regular coverage upon beginning of annuity.

YES! You are correct on all points. You will resign your federal position and your SF-50, Notification of Personnel Action, should have a remark stating it appears you are eligible for an MRA+10 retirement. During the interim period, you are eligible for Temporary Conversion of Coverage (TCC) for your FEHB. When you elect your retirement to commence, you will file an Application for Deferred or Postponed Retirement (RI 92-19). From the CSRS FERS Handbook it states: “If an employee is eligible for an MRA + 10 retirement, but is not filing for it at separation, the agency must: Complete the employee’s Individual Retirement Record (SF 3100). The SF 3100 should include the remark, “Appears to be eligible for immediate MRA + 10 retirement annuity.” A remark should also be added to indicate if the employee appears to be eligible to continue FEHB and FEGLI coverage. AND An employee who chooses not to file for an MRA + 10 benefit at the time of separation and who files more than 30 days after the date of separation should send a completed form RI 92-19, Application for Deferred or Postponed Retirement, to OPM about 60 days before the date he or she wants the annuity to begin.
