Returning to federal service, annual leave accrual rate?

I worked for USPS for 16 years (8 hrs/pp leave accrual). I resigned to work somewhere else for 5 years.
Now I am returning to federal work for the Dept of Interior. From what I could find, it appears I will return to work at my previous leave accrual rate (8 hrs/pp). Is this true?

Your annual leave accrual will come back to the 8 hours per pay period rate after your new agency, Interior, can verify your former service history. This may take a little while, but it will be retroactive to the date of hire.
