Safe Pay or Retention Pay


I recently (6 months ago) received a promotion from a GS13 to a GS14. My office is now reorganizing and say that I may be put back to a GS13 because of the reorganization. Am I eligible for Safe Pay or retention pay. I was also in to GS14 position for 6 months as a temp before getting the permanent position.
