Sources for the Dual Employment in the Federal Government Page

I recently sent in a request to the Ethics Dept. for pre-approval for outside employment. I used the 2017 edition of the Federal Employees Handbook, page#77 (Duel Employment / Active Employees) citing the prohibitions and the corresponding exceptions. The Ethics Dept replied to my email requesting the source of my information. What are the exact federal regulations supporting that section?

The general exception authority is in 5 CFR 550 subpart E–there are references there to the statutes involved

The specific exception for the census is in the OMB memo the book references, which can be found on the OMB site
