Spouse’s Ability to Obtain Health Insurance upon Retirement

My spouse and I are both federal employees. I retired 5 years ago (FERS) and have continued to pay the health insurance for the family. If my wife retires next year (33 years of service under FERS) and I were to pass away first would she be able to pick up an FEHB plan since we did not a elect her as a survivor annuitant (she will have her own retirement annuity)?

Yes, the reason no survivor is required in your particular case is because your wife is a federal employee and is covered under your FEHB.
