Involuntary conversion to VRA allowed?

I worked as a GS-6 medical supply technician, VEOA Permanent Career Conditional, at the VA for 6-months when I received a tentative GS-8 dental hygiene position with DON. The formal offer was Transfer/Promotion w/o a break in service. A few months after starting the position, I learned I had been involuntarily converted to VRA, excepted service. I was told I was not eligible for competitive.

It sounds as if you did not meet time in grade for your promotion to the GS-8 level. Ordinarily, you would have had to have been at the GS-7 level for a year. One way to get around the restriction is to place the person on a VRA appointment.

Yes, I agree with Marion Betor Baumgarten. If you haven’t previously been in a GS-7 position for one full year, a VRA Excepted appt was a way around for you to get your GS-8 position. I’ve seen this happen a few times for gov employees with veteran status.
