Why does NAF time not count toward FERS retirement?


I re-entered the Federal Gov’t in Jan ’94 reinstatement career (formally was CSRS from Jan ’78 until Dec ’84) and elected FERS retirement. I switched to NAF (non-appropriated fund) employment in Sept ’97 until Apr ’98 and covered under FERS. In Apr ’98 I went to DOJ until my retirement in Dec 2018. I just received a letter from OPM stating that my time in NAF does not count towards retirement??! Why would this be?

NAF time can count towards eligibility but not computation. There is a Benefits Administrator Letter, BAL, which will explain in detail how this works. https://www.opm.gov/retirement-services/publications-forms/benefits-administration-letters/2003/03-102.pdf
