First, a COLA, or Cost of Living Adjustment, only applies to retirees, not employees. Social Security recipients will receive a 2.8%. However, FERS retirees will only be receiving a 2% COLA on their January 2019 retirement checks because the law states if the COLA is between 2-3%, FERS retirees receive a flat 2% increase, whereas CSRS retirees will receive the full 2.8%. When it comes to the FERS Retiree Annuity Supplement, that portion of the FERS pension does not receive any COLAs. It remains a fixed amount until it ends.
